Mr. Roscoe R. Mitchell spoke on the subject of the Liberty Loan at a joint meeting of the Twentieth Century Club of Buffalo and the Garret Club held June 4, 1917. In order to obtain the necessary funds for World War I, the U.S. Treasury resorted to borrowing through a series of bond issues and the first four issues were known as liberty loans.
