    <dcterms:description><![CDATA[This document was issued in general to the people of Kyrong (sKyid grong) and also specifically to the local district officer, the monk who leads the prayers in the local monastery (dBu mDzad), the housekeeper of the monastery, two local leaders and four persons in charge of the production of barley beer (Chang). A dispute arose during the Arrow Festival of the locality (known as sTob Le&#039;i mDa&#039; rGyag) concerning the ranking of the arrows.  It was decided that the ranking of the arrow competition should be handled by two people who are physically present, the representative of people (lDing &#039;Thus) and the monk who leads the prayers in the monastery (the sKyid Grong bSam gTan Gling monastery?).  As the last page of the document is missing, it is unclear who issued this document and there is no date. It is likely that this is a local decision and issued by a higher level district officer.]]></dcterms:description>

A petition was filed by the people of the Kyrong (sKyid grong) to the Kashag regarding the imposition of tax on the newly born Dzo (an animal which is a cross between an ox and a yak) and the heavy interest rate levied by the district officer and some individuals.  The Kashag rescinded the tax on the Dzo and made the people free to engage in business of Dzo and butter.  The district officer took no role in the above business.]]></dcterms:description>

In this newly copied document, the wording has been made more concise and stamped with a new seal.  This was issued to the officer in charge of temple renovations stationed at rDzong dGa’ and Kyrong (sKyid grong) districts, to traders and to people who give loans of barley grain, money and other commodities. It is an order to not charge high interest rates, to not make selling the officer’s goods compulsory, to not take advantage of transportation without proper passports, and to not create unnecessary trouble and hardship for the public with the intention of making money, etc. ]]></dcterms:description>

It is from the Kashag (Bka’ shag, the Cabinet of the Tibetan Government) in the year 1872 (14th day of the 11th month of the Water Monkey year) and is called a (rTsha Tshig) decree .  A dispute occurred over the tax payments in the area during the transportation of barley flour (Rtsam pa) for the army. The decree set out the rules for the transportation and the tax payment system. <br />

    <dcterms:description><![CDATA[This document is a petition to and a reply from the then Regent (Ji bran shan si yongs ‘dzin ho thog thu) and the council of ministers.  It was issued on the 20th day of the 5th month in the Water-Snake year (1870?).<br />
<br />
The petition was submitted by the Kyrong (sKyid grong) people with a support letter from the district officer.  They pleaded for the relaxation of military compensation (tax) and government barley loan.  The reply from the government is written on top of the petition letter which is known as Mgo chan – a note on top.  After looking into the content of the letter, owing to the heavy devastation of farming land by insects in the previous year, plus a wool loan and interest to pay to Nepal, the government decided to relax the military compensation (tax) and the barley loan.  <br />

    <dcterms:description><![CDATA[This document is an interim decree (Khra Ma) by the Kashag (Bka’ shag, the Cabinet of the Tibetan Government) in the year 1894 (the 4th day of the 4th month of the Wood-Horse year?).  The dispute concerned a large contract to renovate temples in Nepal in the years 1887 and 1891 by two individuals, Tsering Dorjee and a monk official (rTse Drung Bstan ‘dzin chos ’phel).  Evidently, the two contractors were attempting to travel to Nepal and needed lodging and transport for several workers and supplies.  The local residents of the nine areas of Kyrong (sKyid grong) and also, the area of (Ye Shes lHun Grub), did not agree to their demands and sent this petition to the government objecting to the provision of aid.  In this decree, the Cabinet stated that they needed more information and sent a three person investigation team comprised of the son of one of the judges of the Supreme Court (Tsha Rong), a regent of the dalai Lama (Yong ‘Dzin Ho Thog Thu) and another well-known person (bLa Phyag mKhen Chung Gyu Thog Pa). Signature stamps demonstrate consensus and agreement to the decision. ]]></dcterms:description>
