Description
A person is being led away in handcuffs by a uniformed officer across a grassy area with scattered branches. Several people stand on the adjacent sidewalk observing the scene. Parked vehicles line the street, and residential houses with porches are visible in the background. Trees without leaves and overcast skies indicate a cold season. A street sign for "99th St" is mounted on a tree near the center.
