This is Figure 15B from the Love Canal Area Resettlement Study, created by The Saratoga Associates. It presents a phasing plan for redevelopment in Zones 2 and 3 of the Emergency Declaration Area (EDA), as well as illustrative diagrams of landscape design elements.
Left Panel: Phasing Plan Map
Geography: Covers the area surrounding the Love Canal containment site, extending from Colvin Boulevard (north) to Frontier Avenue (south).
Zones:
- Phase 1, Phase 2, and Phase 3 are marked as sequential development zones, mostly to the west of the containment area.
- Labels identify "Remaining Residents" (owner-occupied or vacant/tenant properties).
Infrastructure:
- Proposed new access roads to Black Creek Village and a health/medical center.
- A wetland area is delineated east of the containment zone.
Right Panel:
"Typical Buffers & Screening":
- Diagram showing how commercial/office buildings will be visually and acoustically buffered from adjacent residential areas using fences, vegetation, and berms.
- Includes a cross-section of a vegetative buffer zone between buildings and residences.
"Typical Streetscape Section":
- A side-view diagram showing road layout, sidewalk, buffer plantings, and adjacent development.
- Features elements like sidewalks, curbs, trees, and landscaped strips for aesthetic and environmental separation.
