Description
The unkempt facade of this building shows the difficult state of higher education finance in India. The country as a whole, and its individual states, confront two basic dilemmas: 1] mass primary , secondary and tertiary education vs. cultivation of the elite [India has chosen the former] and 2] the balance of expenditures among the three levels [India has given heaviest weight to secondary and tertiary]. In comparative terms, this presents an extraordinary contrast with China, with which India is often compared.
