Description
Although India remains significantly rural (60% of the labor force was in agriculture in 2003, compared with 28% in industry), the flow of people to urban areas has accelerated rapidly. More jobs are said to be available. However, those newly arrived often lack the resources for "permanent" housing, and/or suffer from being in the Scheduled Castes. These people are likely Dalit.
