A petition submitted by the people of nine different localities in the Kyrong (sKyid grong) area to a member of the Kashag (Bka’ shag, the Cabinet of the Tibetan Government) and to His Holiness the Dalai Lama. The local people complained about the harsh treatment and heavy taxes of the district official appointed by the government. They requested the transfer of this officer and the appointment of a new officer. Although this document does not have a discernible date, the probable year of the document is during the reign of the 13th or 14th Dalai Lama.
