Description
This document is a petition to and a reply from the then Regent (Ji bran shan si yongs ‘dzin ho thog thu) and the council of ministers. It was issued on the 20th day of the 5th month in the Water-Snake year (1870?).
The petition was submitted by the Kyrong (sKyid grong) people with a support letter from the district officer. They pleaded for the relaxation of military compensation (tax) and government barley loan. The reply from the government is written on top of the petition letter which is known as Mgo chan – a note on top. After looking into the content of the letter, owing to the heavy devastation of farming land by insects in the previous year, plus a wool loan and interest to pay to Nepal, the government decided to relax the military compensation (tax) and the barley loan.
This manuscript is written in Kug (Khyug) script.
