This is a copy of an order (bKa’ Shog) issued by the previous Regent (rTa Tshag) in 1869 (Earth-snake year). In this newly copied document, the wording has been made more concise and stamped with a new seal. This was issued to the officer in charge of temple renovations stationed at rDzong dGa’ and Kyrong (sKyid grong) districts, to traders and to people who give loans of barley grain, money and other commodities. It is an order to not charge high interest rates, to not make selling the officer’s goods compulsory, to not take advantage of transportation without proper passports, and to not create unnecessary trouble and hardship for the public with the intention of making money, etc.
