Description
Issued by the 13th Dalai Lama, this is a decree giving the rules and regulations regarding the transportation, food compensation payments, and taxes to be collected for a new district officer. Written on the 21st day of the 11th month of the Earth Dragon year (1868?) it is called a (dPyad mTsham rTsa Tshig) decree. It is addressed to the district officer of rDzon dGa’, to government tax payers, private estates and monasteries of the same area, to the representatives of the nine localities of Kyrong (sKyid grong) and to the representative of the La Phug area of bKras Khang.
