Description
This decree was issued to the government taxpayers, private estates and monasteries in the (lHun rTse) district. It is from the Kashag (Bka’ shag, the Cabinet of the Tibetan Government) in the year 1872 (14th day of the 11th month of the Water Monkey year) and is called a (rTsha Tshig) decree . A dispute occurred over the tax payments in the area during the transportation of barley flour (Rtsam pa) for the army. The decree set out the rules for the transportation and the tax payment system.
