The residents across the street (in what came to be known as the ""outer rings"") from the fenced off area wanted to know if they were safe and what would happen to their property values and health. They posted a sign that said: "Aug 17, 1978 If they want to stay, their signing their own death warrants.-- DOT Assistant"
